If you do find ground on pin 3, jumper across pins 1 & 2 in the socket. if the radiator fan runs, then the radiator fan relay is bad. replace it. if the fan still doesn’t run, provide battery power and ground directly to the fan. if it doesn’t run, the radiator fan is bad. check condenser fan relay operation.
